At the end of the day, every community must establish a consensus vision that drives its development strategy which, in turn, directs its every action. Character is a vital human and community trait that needs to be recognized, nurtured, valued and enhanced as an enduring quality of every society. Character prevails because people guard it, protect it and celebrate it.
